The next meeting of the NCBA's Technology Advisory Committee (TAC) will be held on Friday, April 15, 2005 from 10:30 am to 1:00 pm at the Bar Center in Cary, NC.



The next meeting of the NCBA's Technology Advisory Committee (TAC) will be held as follows:

    a. Day: Friday, April 15, 2005
    b. Time: 10:30 am to 1:00 pm
    c. Location: NC Bar Center, Cary, NC; Senator Sam J. Ervin, Jr. Conference Room "C"
    d. Hot lunch will be served starting at noon

TAC members can also participate via phone conference from any convenient location using the NCBA's "Raindance Reservationless Conferencing Account". The phone conference information will be emailed to TAC members a few days before the meeting.

    a. Web Projects Subcommittee Report - Ted Tewkesbury (Chair)
        i. Status of Custom Web Address Policy and Legal Referral System (LRS) Committee request to create custom domain name for NC Find-a-Lawyer (www.ncfindalawyer.org and www.ncfindalawyer.com).  Both items were unanimously approved by the BOG on 4/8/05.
        ii. NCBA Web Project Status Update

                c. Zoning, Planning & Land Use Section Website

   b. Electronic Filing (eFiling) Subcommittee Report - Jim Clark (Chair).
       i. Proposed Charter: “Help the AOC/NCBA working group committee support the President’s goal to “Develop and implement an electronic filing and data retrieval system for the North Carolina Courts.”  Support the committee through participation, research, etc., as required.
      ii. 1st Action Item - Electronic Court Filing Bill H-633
         1. Subcommittee was asked to review the proposed legislation and recommended it for endorsement and follow up action.
         2. BOG also discussed Bill H-633 during April meeting and by a vote of 9 to 6 agreed to support the bill as well as assist with amending the bill's verbiage.
    iii. Pilot Project Status - update from AOC's CIO, Cliff Layman
 c. Build a Technology Plan Subcommittee Report - Larry Gianneschi (Chair)
     i. Proposed Charter: “Help the NCBA create a technology strategy document to identify what the NCBA needs and how required hardware, software, and/or services can be obtained using available resources.  Review and provide inputs to the technology plan, which will be included in the NCBA’s 2005 Long Range Plan that identifies technology needs for the next 3-5 years.”
    ii. 1st Meeting Discussion Items:
        1. Technology Plan must forecast 5 years for LRP
        2. 5-step process for the technology plan/budget to be approved
        3. Budget Breakdown: Operating (e.g., recurring costs) AND Capital for projects >= $1,000.
        4. Current technology plans/issues
            a. Phased replacement of computers, servers, switches & phones; 4-year cycle
       5. 8 LRP/Capital projects being considered
       6. Other sources of funding for equipment - technology grants
   d. “IT needs of small firms” Project Subcommittee Report - Greg DeWitt (Chair)
      i. Need to discuss the 2005-06 technology workshops to identify dates, locations, content, and funding.  NCBA’s Membership Dept recommends continuing Practice Management Update programs in 2005-06 and is requesting funding for six (6) programs to be conducted in conjunction with Lawyers Mutual in the Triad, Greenville, Fayetteville, Asheville, Charlotte, and Wilmington.
5. 2005-06 Information Technology Budget - Tom Purdy
    a. Operating budget has set and similar funding each year; used for vendor/system support and staff consumables (e.g., communication services, toner, maintenance agreements):

        i. Association (support): $32,472 (no change from 2004-5)
       ii. Foundation (business): $65,000 ($11,580 / 21.7% increase from 2004-5)
    b. Capital budget is not set and is funding for new projects >= $1,000.  The 2005-6 projects that are expected to  be approved for a total of $64,281 are:
         i. Replace NCBA website operating system server (1) = $4,500.
        ii. Replace 30 (50%) of the staff’s computers & monitors = $39,000.
       iii. Replace Network Switches (6) & associated fiber connections = $13,221.
       iv. Replace 24 (35%) staff phones = $7,560.
6. NCBar Forums Demo - John Hodgkinson & Jack Huskey
    a. Demonstrate forum’s main functionality including member sign up/access control and user operations
   b. Review access rights for forum categories
        i. Section/Division/Committee Members Only Forum
       ii. NCBA Members Forum
       iii. Open Forum
   c. Honorary Status = NCBA IT and other experts; which forums?
7. New business - Al Friedrich
