The next meeting of the NCBA's Technology Advisory Committee (TAC) will be held on Friday, February 3, 2006 from 10:30 am to 1:00 pm at the NC Business Court in Greensboro, NC.



The next meeting of the NCBA's Technology Advisory Committee (TAC) will be held as follows:

  1. Day:  Friday, February 3, 2006
  2. Time:  10:30 am to 1:00 pm.  Lunch will be provided around 12:00 pm.
  3. Location: NC Business Court, 200 South Elm Street, Suite 200, Greensboro, NC 27401.

TAC members can also participate via phone conference from any convenient location using the NCBA's "Raindance Reservationless Conferencing Account". The phone conference information will be emailed to TAC members a few days before the meeting.

1. Welcome and introduction -- Al Friedrich (Chair)
    a. Introduction of members – Business Court & phone conference attendees
    b. Volunteer to take minutes
2. Approval of minutes from November 11, 2005 TAC meetings -- Al Friedrich
3. Updates on previous agenda items -- Tom Purdy (staff liaison)
    a. NCBA Forums usage as of 1/31/06:
        i. 136 users contributed to 26 threads & 46 posts
       ii. Past 24 hours: 0 new thread(s), 0 new post(s), & 3 new user(s).
      iii. Similar to other bar associations that started LISTSERVs first
    b. Section / Division Forums Pilot project to improve awareness & usage:
       i. Bankruptcy Law Section
      ii. International Law & Practice Section
     iii. Young Lawyers Division
    c. Why?
       i. Poor LISTSERV usage, “no” cost alternative, & member service
      ii. TAC’s technology “consumer reports” – need inputs
4. Subcommittee Reports
    a. Web Projects Subcommittee: Participants (4) -- Ted Tewkesbury (Chair), Sam Byassee, John Cox & Tom Purdy
       i. 1/25 meeting results:
          1. Reviewed completed (3) & changes to active (18) web projects:
              a. NC Legal Marketplace (new) http://www.ncbar.org/legalMarketplace/index.aspx
              b. Local Bar Services website (new) http://localbarservices.ncbar.org/Default.aspx
              c. Governmental Affairs (revamped using CMS) http://www.ncbar.org/governmentalAffairs/index.aspx
           2. Discussed plans for AMS Upgrade and Direct Link to NCBA Bank
       ii. Next meeting: week before next TAC meeting
   b. Build a Technology Plan Subcommittee: Participants (4) -- Larry Gianneschi (Chair), Greg DeWitt, Neil Riemann, and Tom Purdy
       i. Last meeting results:
         1. Reviewed Strategic Plan schedule:
             a. 2/15/05:  Edited draft of Strategic Plan routed to section, division & committee chairs for feedback
             b. 3/10/06:  Strategic Plan feedback deadline
             c. 4/7-8/06:  SP/ET Committee presents Strategic Plan to BOG
             d. Mid-April:  Technology budget input due to internal staff
             e. 4/30/05:  Spring Endowment Grant Request (special projects)
             f. 6/15-18/06:  BOG votes on adoption of 2006-9 Strategic Plan
        2. Discussed creating new documents for strategic budget planning
      ii. Next meeting: after receiving draft Strategic Plan
    c. “IT needs of small firms” Project Subcommittee: Participants (7) -- Greg DeWitt (Chair), Andrew Atherton, Marjorie Benbow, Virginia Burrows, Jim Clark, Matt Lung, & Tom Purdy
       i. Recommended Action Items:
         1. Posting articles &/or creating forums to review technology systems & services (e.g., equipment, providers, practice management tools…)
            a. David Smith and Matt Lung are preparing an article on tools for the mobile lawyer (status?)
            b. Greg DeWitt started several forums with limited participation to date
         2. Review NC Legal Marketplace’s:
             a. Vendor Registration – Terms of Agreement
             b. Approval process for technology Business Service vendors
         3. Need TAC members to speak @ Practice Management Update programs:
             a. Raleigh-Durham – Feb 24 (definite)
             b. Elizabeth City – Mar 24 (possible)
        ii. Next meeting: TBD
    d. Electronic Filing (eFiling) Subcommittee: Participants (8) -- Jim Clark (Chair), Judge Neely, Al Friedrich, Rolly Chambers, D. Grace Carter, Ruben Fernandez, Steve Winsett, and Tom Purdy
        i. Electronic Court Filing Bill #633 status
           1. Referred to Appropriations Subcommittee on Justice & Public Safety (JPS)
           2. Part of Short Session that starts May 9, 2006
       ii. Action – Doug Heron (Gov Affairs):
          1. TAC send letter just prior to Short Session to Rep Joe Tolson (primary sponsor), Rep Bill Faison (co-sponsor), & Pam Best (AOC) supporting bill as a top priority for limited AOC funding.
          2. Checking w/ IT officer in S.C. Chief Justice’s office (Joan Assey) to see how SC received $55-$60 million in federal grants for new computers, software, servers, etc. to modernize and upgrade the state court’s computer system including eFiling.
        iii. Next meeting: TBD
5. NC Business Center Expansion -- Steve Winsett
    a. Electronic Filing program updates & demonstration
    b. Business Court expansion to other locations – Charlotte and Raleigh
